He was hinting to the sad story of soul. Soul gets human life once a while in trillions of years. There is one chance to get divine happiness. But soul squanders it. He gets guided by wrong philosophies and gets severely punished. The punishment which is so unbearable that soul undergoes it screaming, wailing, begging for release all the time.
Sometimes soul is guided by wrong religious belief and commits crimes including heinous ones such as .murder and support the actions from religious quotes. He then commits double crime. First crime is criminal act and second crime is putting its blame on religion and God and gets double punishment.
Sometimes soul gets guided by materialistic philosophy and goes after supremacy in the fields of money, power by incorrect and unjustified ways which put others through immense hardship and sufferings. God makes justice and returns the sufferings to the offender through hell and various substandard lives where offender may be used as food by the one who was offended. You can see birds eating insects, big animals eating smaller ones and many other types of griefs, which an animal can't even narrate - no ability to talk!
This why saint Tulsidas says the human life is the best for attaining the hell. He also adds others such as heaven, mukti, divine love but he lists the hell first because misuse of human life wide spread in this age.
Everything is decided by soul. If you will put yourself in the position of sufferer you will visualize the pain, which will put brakes on your action. Further if it is realized that the justice through God will put you through the same pain, you will definitely think twice before embarking on such action.
